These nutters will be found because of their big talk rather than the fact that they are previously known known to authorities in some other way.
The warrant driven surveillance model is for a known target about whom you want to know more about. They are connected to a criminal offence or a criminal gang already known to the authorities.
Modern counter-terrorism practice is based on picking up chatter and indiscretions of people who otherwise would not come to the attention of the authorities.
