NZ is unusual in funding and administering its unemployment benefit via general taxation and so the state can bring more eligibility conditions and monitoring to bear. US looks less strict but their UB is funded through payroll taxes, is paid as an entitlement to 50 percent of previous earnings but is time-limited. So there is possibly less impetus to make it hard to get.
