The California Energy Commission (CEC) is reportedly actively seeking buyers to stop the upcoming closure of the Valero refinery in Benicia, California, according to three people familiar with the matter that spoke to Reuters. Democrat officials are now reportedly scrambling to keep the refinery operating in California after enforcing stringent regulations that have helped prompt refineries to close across the state for years.
California’s refining capacity is collapsing—not because demand has disappeared, but because it is being deliberately dismantled by regulatory fiat. The recent announcement that Valero Energy will idle or shutter its Benicia refinery by 2026 isn’t just a business decision. It’s the calculated result of a hostile policy environment designed to punish traditional energy producers until they either leave the state or fall into government hands.
“With a resource portfolio that includes a substantial amount of solar [panels], the risk of supply shortfall is associated with summer evening periods when demand is high and solar output is diminished.”
“There are two reasons that gas is more expensive in California, and neither of them have to do with price gouging. The first reason, which we’re all very familiar with, is the extra taxes that are added on,” Edward Ring, the director of water and energy policy for the California Policy Center, told the DCNF. “When you take all of the state taxes, fees and programs, you’re going to add another $1.23 to the price of a gallon of gas, and that’s not including the 18 cents a gallon of federal excise tax.”
By “leaking” emissions to other countries, California successfully reduces its in-state emissions, but effectively induces net increases to the world’s emissions!
