They argue that the nature of discovery and colonization of islands provides random variation in the length and type of colonial experience. They instrument for length of colonization using variation in prevailing wind patterns and direction.
They argue that wind speed and direction had a significant effect on historical colonial rule but do not have a direct effect on GDP today. The data also suggest that years as a colony after 1700 are more beneficial than earlier years.
They also find a discernable pecking order among the colonial powers, with years under U.S., British, French, and Dutch rule having more beneficial effects than Spanish or Portuguese rule.

The average pay for an economist is about $80,000; the average pay for a sociology graduate is $60,000 according to the Careers New Zealand advice on your salary prospects for various degrees over a career.
Obviously going down market for graduates has not saved the taxpayer a single cent because they pay economists the same as non-economists despite it being easier to recruit an equally smart non-economists for less pay because they have fewer well-paid options in the rest of the labour market. It never occurred to the Treasury that changing the mix of their recruitment pool might save money!

The Productivity Commission failed to mention that this is a level effect, not an annual cost. It is the reduction in the global GDP between now and a certain date such as 2060 of between 0.2% to 2%. That is the loss of between a month and a year’s global GDP between now and 2100. If you want to know the annual cost, you divide that number 40. Even a cost of 2% of global GDP divided by 40 is a tiny number.
